ROLES AND RESPONSIBILITIES

The Registrar shall exercise and perform the following powers and functions –

  • To function as the custodian of the records, minutes of the meetings of the authorities of the University, the common seal and all properties of the University.
  • To submit information, reports, and documents to the Government and conduct liaison with the local and central Government as also with any regulatory bodies, including apex bodies such as UGC, AICTE etc.
  • To place before the President, Provost or any authority of the all such information and documents as may be necessary for transaction of their business.
  • To conduct official correspondence on behalf of the University and be responsible for the proper maintenance of all the records of the University, subject to the provisions of the Act, the Statutes, the Ordinances, Regulations and Rules.
  • To act as a chief compliance officer in letter and spirit in respect of all regulatory affairs including Fee Regulatory Committee (FRC)/ACPC.
  • To act as a custodian of all records, all lecture videos, photographs, films, documents, files and develop appropriate system for the same.
  • To associate and work with Quality Control Officer.
  • To develop internship protocol for students as also for faculty for providing industrial exposure.
  • To ensure that all the seats are filled and for the purpose to develop and implement the administrative plan and strategy after the Board of Management’s approval.
  • To interact and co-ordinate with local schools in and around Gujarat for arranging summer courses for students and teachers.
  • To design and get prepared e-learning teaching material by the faculty.
  • To procure teaching resources from other Universities/ Institutions.
  • To maintain a register of all registered graduates of the University in the specified form and host the same on the website of the University.
  • To maintain a register of all Degrees, Diplomas and Certifications conferred by the University and host the same showing the grades on the website of the University.
  • To have disciplinary control over the employees working under him as per powers delegated by the Provost.
  • To render to the President/Provost such assistance as may be desired by him/her in the performance of his/her official duties.
  • To act as a nodal officer for liaisioning and dealing with the Sponsoring Body.
  • To organize a campaign/various programmes for the purpose of raising the funds.
  • To prepare annual calendars of various activities of the University.
  • To develop administrative manual for faculty and students and ensure its compliance/enforcement.
  • To ensure compliance of working hours and other stipulations of faculty annual performance norms.
  • To assess the requirement of laboratories of the university.
  • To closely associate and co-ordinate for new courses and obtain requisite approvals and ensuring necessary human resource and physical infrastructure.
  • To perform such other duties as may be specified by the Governing Body or the Board of Management or the President or the Provost from time to time.
  • To exercise such powers and perform such duties as may be specified in the Statutes, Ordinances, Regulations and Rules of the University.
QUALIFICATION AND EXPERIENCE
  • Master’s Degree with at least 55% marks or an equivalent grade in a point scale wherever grading system is followed.
  • At least 15 years of experience as Assistant Professor in the Academic Level 11 and above or with 8 years of service in Academic Level 12 and above including as Associate Professor along with experience in educational Institution
    OR
  • Comparable experience in research establishment and/or other Institution of higher education
    OR
  • 15 years of administrative experience, of which 8 years shall be as Deputy Registrar or an equivalent posts.

ROLES AND RESPONSIBILITIES

Administrative officer is the over-all in charge of administrative functions, responsible to Registrar/Provost for Transport, Campus maintenance, Security of college property, and personnel, canteen operations, Public relations, Health Centre, among others. The specific duties and responsibilities are as follows:

  • Assists the Registrar in the day-to-day administrative functions of the institute, and also in developing policies, procedures, and systems which ensure productive and efficient operations.
  • As the custodian of the institute property records, manages the filing, storage and security of documents.
  • Assists in the preparation of contract agreement/document for canteen operations, Security services, general maintenance and supply of Private Vehicles by Travel agencies, as required.
  • Oversees and manages the transport operations with the assistance of Transport-in-charge and ensures provision of convenient, safe and hassle-free transport to the students and staff as per the institute policy.
  • Makes logistic arrangements for the staff, students and other stakeholders.
  • Liaisons with consulting architects/engineers for translating college’s needs into specific requirements.
  • Co-ordinates provision of, and maintains, the campus infrastructure, installations, office equipment like class room, staff rooms, laboratories , washrooms, electrical installations, RO plants, borewells, furniture, campus green cover, transport vehicles, telephones, photo copiers, Fax machines, Air conditioners, Computers, Printers, Cash Counting Machines, CC Cameras, Water Coolers etc.
  • Manages admission process of students and spot admission.
  • Ensures campus security and safety of personnel through administering the Agreement with security service providers, comprising monitoring of the work of security staff, enforcing the terms of the agreement, and compliance with the instructions issued by the institute from time to time.
  • Monitors CCTV and other surveillance equipment, if any, to guard against vandalism, break-ins and promptly reports such incidents to Registrar, Provost, and management, and to Police, with proper approvals.
  • Oversees canteen services, administers canteen service contract, with the assistance of Canteen committee.
  • Serves as the primary point of contact and liaison with public, state Government departments, Police, Election Commission, student organizations, and other entities for administrative information about the institute.
  • Co-ordinates response to legal notices, filing of petitions and liaisons with advocates representing the institute.
  • Co-ordinates disposition/resolution of individual problems and disputes involving students, staff, faculty, or members of the general public as they arise.
  • Manages distribution of incoming mails, and dispatch of out-going mails.
  • Prepares capital and operating budgets for Administration department, exercises budgetary control so as to regulate expenditure to the levels of provision in the approved budget.
  • Monitors and controls repairs and maintenance expenses towards vehicles, furniture, sanitary fittings, plumbing work, etc.
  • Keeps an inventory of office equipment and furniture, identifies them with unique asset Nos., co-ordinates annual verification of the assets.
  • Convenes meetings with Bus-In charges, at least once in 2 months, to review transport operations, acts promptly to resolve issues, if any and forwards a copy of the minutes to Registrar and Provost.
  • Convenes meeting of General Services Committee, at least once in 3 months, acts on the problems, if any, with promptness and forwards a copy of the minutes to Provost and Registrar.
  • Reviews the working of Transport section, Maintenance section, Security, Canteen on a regular basis and prepares quarterly reports on the performance vis-à-vis set goals (preferably physical), suggestions/complaints received and closed, future plans for improvement in line with the institutes motto.
  • Guides and assists Transport-in-charge in fixing bus routes, allocating buses and drivers on the routes, factoring in the seating capacity, age of vehicles, route distance and experience of drivers, ensuring optimum use of college resources,
  • Any other functions assigned by the Registrar /Provost from time to time.
QUALIFICATION AND EXPERIENCE
  • Master's Degree in any field with at least 55% of the marks or an equivalent grade in a point scale wherever grading system is followed
  • At least 15 years of experience in relevant field of educational administration
  • Comparable experience in research establishment and/ or other Institutions of higher education,
    OR
  • Knowledge of statutory bodies like AICTE and UGC
  • Knowledge of rules and regulations related to Institutional audit, Accreditation, and other statutory matters.

ROLES AND RESPONSIBILITIES
  • Check and maintain record books in and out of the library (on ERP too).
  • Code, classify, and catalog books, publications, films, audiovisual aids, and other library materials based on subject matter or standard library classification systems.
  • Monitor and maintain receiving, shelving, researching, cataloging, and equipment use.
  • Compile lists of overdue materials, and notify borrowers that their materials are overdue.
  • Develop library policies and procedures and maintain the decorum inside the library.
  • Ensure maintaining all the Board guidelines and circulars in the library for staff reference.
  • Update the Provost for avid readers and teachers who are regular in referring the important documents for the teaching-learning process.
  • Monitor the Library periods as per the timetable schedule.
  • Good quotations related to Books and Reading to be displayed in the Library.
QUALIFICATION AND EXPERIENCE

The applicant must possess

  • A Master‘s Degree in Library Science, Information Science or Documentation Science or an equivalent professional degree, with at least 55% marks (or an equivalent grade in a point – scale, wherever the grading system is followed).
  • A consistently good academic record, with knowledge of computerization of a library.
  • Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET or who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be: Provided that the, candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / Bye-laws / Regulations of the Institution awarding the degree, and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges / Institutions subject to the fulfilment of the following conditions:-
    1. The Ph.D. degree of the candidate has been awarded in the regular mode.
    2. The Ph.D. thesis has been evaluated by at least two external examiners.
    3. Open Ph.D. viva voce of the candidate has been conducted.
    4. The candidate has published two research papers from his/her Ph.D. work out of which at least one is in a refereed journal.
    5. The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored /funded/supported by the UGC/ICSSR/CSIR or any similar agency.
NOTE:
  • The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned.
  • NET/SLET/SET shall also not be required for candidates in such Master’s Programmes for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.
